What NEEDS DATA means
Some plates carry blank fill-in rules — operating voltage, disconnect location, equipment ID. The builder lets you type those values in and engraves them, rather than shipping a plate for someone to fill in with a pen. An inspector is entitled to refuse a Sharpie.
Where the wording comes from
Each province gets its own plate wording. Saskatchewan, Manitoba and Nova Scotia publish theirs; most provinces publish none, so those plates carry another province’s wording by analogy and are sold as built to your inspector’s specification. The full breakdown is here.

We do not currently sell into Quebec. Hydro-Québec’s wording exists only as a translation whose own notice says the French governs, in a province that regulates the language of safety labelling. The builder will not add those plates.
